Referenced character was not allowed in XML

I goggled this problem and followed the wiki page located here. However, I am still getting the same message when I try to install my server. The steam account has the game present and the account is only referenced in the actual game config and not the "default steam account". What could be causing this?

This is quite a vague error and I had it in an entirely different situation;

Maybe the Monitor or Web or Servicemanager logs will give you a clearer error.
