Remote Server Owner

Is it possible for the owner of a remote server to create subusers with permissions to install game servers on that dedicated server? I know he could share the main account user/pass but he is reluctant to give it out to several people and would rather manage it via subusers.

Only the main account holder can install servers. Sub-users can only access what the account holder assigs them for permissions such as FTP, restart, update etc...
