Your IP is getting banned. Add your server's IPs to query_ip_whitelist.txt in the TS3 folder and restart it.

You can't export users from the control panel and import them into another tcadmin installation. The Move action mentioned by Jack moves a game server from one server to another.

Have you tried control click to unselect the required mod?
